发展新质生产力是推动高质量发展的内在要求和重要着力点。党的二十届三中全会明确提出，推动技术革命性突破、生产要素创新性配置、产业深度转型升级，推动劳动者、劳动资料、劳动对象优化组合和更新跃升，催生新产业、新模式、新动能，发展以高技术、高效能、高质量为特征的生产力，必须要健全相关规则和政策，加快形成同新质生产力更相适应的生产关系，促进各类先进生产要素向发展新质生产力集聚，大幅提升全要素生产率。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" hyperlinkid="" style="text-indent: 2em;"> <strong>健全传统产业优化升级体制机制</strong> </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" hyperlinkid="" style="text-indent: 一是支持用数智技术改造提升传统产业。健全支持引导企业开展技术改造的有效机制，鼓励面向传统制造业重点领域开展共性技术研究，加快推动数智技术在传统产业的产业化应用示范。二是支持用绿色技术改造提升传统产业。加快绿色科技创新和先进绿色技术推广应用，持续优化支持绿色低碳发展的经济政策工具箱，全方位、全过程发展绿色生产力。三是以国家标准提升引领传统产业优化升级。强化制度约束和标准引领，促进技术改造、消费提质和循环畅通。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" hyperlinkid="" style="text-indent: 2em;"> 一是推动领跑领域持续发展，巩固扩大优势地位。提高科技支出用于基础研究比重，加大对基础学科和交叉学科的长期稳定支持，实施一批前瞻性、战略性重大科技项目，加强前沿引领技术供给。二是推动并跑领域加力发展，提升创新能力。发挥我国超大规模市场和产业体系化配套优势，系统推进科技创新、规模化应用和产业化发展，加速规模扩容和技术升级迭代。三是推动跟跑领域加速发展，力求迎头赶上。打好关键核心技术攻关战，推进技术攻关、成果应用全链条突围，以自主可控的创新链保障安全稳定的产业链供应链。 一是着力提升产业基础能力。坚定不移锻造长板、补齐短板，围绕核心基础零部件和元器件、关键基础材料、先进基础工艺、产业技术基础等重点突破。二是推进战略性新兴产业融合集群生态化发展。深入推进国家战略性新兴产业集群发展，构建产业集群梯次发展体系，重点领域培育一批各具特色、优势互补、结构合理的战略性新兴产业集群。三是引导新兴产业健康有序发展。优化产业区域布局，着力破除各种形式的地方保护和市场分割，规范地方招商引资法规制度。持续扩大市场空间，推动更多新兴产业发展壮大为支柱产业。 一是加强前瞻性、引领性布局。把握未来产业孵化具有高不确定性、发展具有高成长性、技术具有多路线迭代性等特点，加强前瞻谋划和政策引导，构建创新策源、转化孵化、应用牵引、生态营造的产业培育链条。二是增加源头技术供给。加强前沿引领技术、颠覆性技术创新，从制度上落实企业在创新决策、研发投入、科研组织、成果转化中的主体地位。三是加强新领域新赛道制度供给。探索建立包容审慎的新产业新业态新模式适应性监管体系，支持企业特别是广大中小企业大胆探索试错。支持地方开展未来产业相关改革和政策先行先试。 一是弘扬企业家精神。爱护和支持优秀企业家，有效激发企业家在资源要素配置中的创造性主动性，发现新市场、开发新产品、应用新技术、实现新组合，支持各种所有制企业共同推动新质生产力发展。二是深化劳动力和人才发展管理体制改革。完善人才培养、引进、使用、评价、流动的工作机制，加强创新型、技能型人才培养。加快畅通劳动力和人才社会性流动渠道，打通高校、科研院所和企业人才交流通道。三是健全科技金融体制。完善与科技创新、产业发展全生命周期各阶段特点相适应的多元化“接力式”金融服务，鼓励和规范发展天使投资、风险投资、私募股权投资。四是大力促进先进适用技术向新质生产力转化。深化科技成果转化机制改革，加强技术经理人队伍建设，允许科技人员在科技成果转化收益分配上有更大自主权。 一是加强新型基础设施建设应用。加快构建高速泛在、天地一体、云网融合、智能敏捷、绿色低碳、安全可控的智能化综合性数字信息基础设施，推动工业互联网创新发展。二是加快新一代信息技术全方位全链条普及应用。人工智能正在成为类似于历史上蒸汽机、电力等具有广泛而深刻影响的新的通用技术。要推动算力、算法、数据等关键要素创新突破，加快大模型在工业领域部署，推动通用人工智能为各行业赋能。三是打造具有国际竞争力的数字产业集群。完善促进数字产业化和产业数字化政策体系。强化大中小企业融通创新生态，鼓励大型企业通过开放平台等多种形式，与中小企业开展合作。四是提升数据安全治理监管能力。加快建立数据产权归属认定、市场交易、权益分配、利益保护制度。
